How to Get Housing

Finding safe, stable, and affordable housing can be overwhelming—especially after experiencing homelessness. At MCREST, we help every guest navigate the steps to permanent housing, from understanding rent limits and program guidelines to connecting with landlords and applying for housing assistance. Whether you’re working with a case manager or beginning this process yourself, this page walks you through how to get started.

Understand housing programs

At MCREST, we know that finding stability means more than securing a bed—it means connecting with the right resources to rebuild your life. Whether you need help with housing, healthcare, childcare, legal support, or recovery, the following organizations and agencies can help. Each one is a trusted community partner serving Macomb County residents.

What Is Section 8 (Housing Choice Voucher Program)?

The Section 8 Housing Choice Voucher Program, managed locally by the Macomb County Housing Authority (MCHA), provides rental assistance to individuals and families with low or fixed incomes. With Section 8, tenants pay about 30% of their monthly income toward rent, and the program pays the rest directly to the landlord.

To qualify, you must complete an intake assessment through the Macomb County Coordinated Entry System (CES) and be referred to a housing program that administers vouchers or supportive housing placements. Case managers help each guest gather required documentation and prepare for the Section 8 application process.

Required documents typically include:
    •    Birth certificates for all household members
    •    Social Security cards
    •    Proof of income (pay stubs, SSI/SSDI, or benefits letter)
    •    Photo ID for all adults
    •    Disability verification (if applicable)
    •    Proof of homelessness or referral letter

Once your voucher is approved, you’ll receive a voucher briefing from MCHA explaining rent limits, eligible housing, and your responsibilities as a tenant. You’ll then have a limited period—usually 60 days—to find a landlord willing to rent within program guidelines.

💰 Rent Limits for Housing Programs

Rent limits are set each year by the U.S. Department of Housing and Urban Development (HUD). These limits determine how much a landlord can charge for a unit under housing programs like Section 8.

Below are the Fair Market Rent (FMR) limits for Macomb County, which apply to most housing voucher programs:

Note: Rent limits vary by program and are subject to annual adjustments by HUD. Your case manager will help confirm current rates when you begin searching for housing.

Landlords must also ensure that utilities—such as heat, electricity, and water—are included or affordable within the total rent calculation.

Searching for a Place to Live
Step 1: Know What You Can Afford

Before starting your search, work with your case manager to calculate your income and determine your target rent range. If you’re using a housing voucher, your case manager will help identify listings within HUD-approved limits.

Step 2: Use Trusted Search Tools

Look for apartments, duplexes, or single-family homes in safe neighborhoods with access to transportation, grocery stores, and medical care. Helpful resources include:


    •    AffordableHousing.com
    •    Zillow.com (filter by price)
    •    Craigslist (under “Apartments/Housing for Rent”)
    •    Local newspapers and community bulletin boards

MCREST also maintains a list of landlords who have previously rented to guests in our program—ask your case manager for leads.

Step 3: Contact Landlords Directly

When you find a property that fits your needs and budget, reach out to the landlord or property manager right away. Use clear, polite communication to introduce yourself and explain your situation.

Here’s a sample script you can use when calling or emailing:


Sample Landlord Script:
“Hello, my name is [Your Name]. I’m interested in the property you have available at [Address]. I am currently working with MCREST and have a housing voucher that will help pay my rent. I’m responsible, have a steady income source, and am ready to move as soon as possible. I’d love to schedule a time to see the unit and provide any paperwork you need from my case manager.”

This simple, respectful introduction helps landlords understand that you have program support and consistent rental assistance.

Step 4: Be Prepared to Provide Documents

Landlords may request proof of income, a photo ID, and a reference from MCREST or your case manager. Having your paperwork ready helps speed up the process and makes a good first impression.

Step 5: Ask the Right Questions

When viewing a property, ask:


    •    What utilities are included?
    •    Is the unit inspected by the Housing Authority?
    •    Are pets allowed?
    •    Is there a deposit, and can it be paid through assistance funds?
    •    How soon is the unit available?

Your case manager will help ensure the unit meets HUD’s Housing Quality Standards (HQS) before you sign a lease.

🧭 Working With Landlords

Landlords who rent to Section 8 tenants are guaranteed consistent rent payments through the Housing Authority. MCREST case managers maintain relationships with many landlords who understand the process and are open to partnering with our program.

If you find a landlord who hasn’t rented to a housing program before, your case manager can contact them to explain how Section 8 works, walk them through inspections, and assist with paperwork.

🧾 Your Responsibilities as a Tenant

Once approved for housing and moved in, you’ll sign a lease agreement just like any other renter. You’re expected to:


    •    Pay your portion of rent on time each month
    •    Maintain the property in good condition
    •    Report any maintenance issues promptly
    •    Notify your case manager if your income changes
    •    Follow all program rules and lease terms

Stable, responsible tenancy helps you maintain your voucher and build a strong rental history for future independence.

🏡 MCREST’s Role in the Process

MCREST’s case managers walk beside each guest through every step of this process—helping secure IDs, pay for birth certificates, coordinate inspections, and connect you to landlords who accept vouchers. For some guests, even a small cost like an $18 birth certificate can be the final barrier to permanent housing—and that’s where MCREST steps in.

Our goal is to ensure that every person who leaves our shelter does so with the tools, documentation, and support needed to succeed on their own.
